Women to reap benefits through Magna Carta

Kalibo, Aklan (10 December) -- In what could be deemed as a gift for Filipino women, the Implementing Rules and Regulations (IRR) for the Magna Carta of Women has just been released November 22 of this year as the country observes the 18-Campaign to Eliminate Violence Against Women (VAW).

Evelyn Ejar, Director II of Civil Service Commission (CSC) Field Office here said the Magna Carta of Women or RA 9710 was approved on September 15, 2009 but its IRR only came out this November.

Under the law, women in the government service who undergo surgery due to gynecological disorders will enjoy special privileges.

"A woman who undergoes a major operation will enjoy a maximum of 2 months leave of absence, while a woman who undergoes a minor operation will enjoy a minimum of 2 weeks leave of absence," Ejar said.

Those who have undergone operations after September 15, 2009 can have their leave credits restored, and those who returned earlier before the exhaustion of their leave of absence they applied for could be paid by their office, according to the CSC.

Gynecological disorders, according to Ejar, include breast cancer, cervical cancer, andhe reproductive system.

In Aklan, some major activities lined up and held by the province through the Aklan Gender Commission (AGADC) and the Men Opposed to Violence Against Women Everywhere (MOVE) include Campaign for Men's Health (Prostate Screening); Training on Massage Therapy throught the Technical Education and Skills Development Authority (TESDA) and AGADC; Blood Letting/Blood Typing through PNRC and AGADC; MOVE Congress; Signature Campaign (To Stop Human Trafficking); Tri-Media Guesting; STI/HIV-AIDS/RA 9262 Forum and other pertinent laws; and Justice and Protection for Children by PACT and AGADC.

"Magna Carta ni PINAY: Gawing Tunay "Karahasan Sa Kababaihan, WAKASAN" is the theme of this year's celebration from November 25 to December 12, 2010.

466 Iloilo farmers complete Agri-Pinoy school on air classes

Iloilo City (10 December) -- Some 466 farmers from twenty municipalities of Iloilo province graduated from the Agri-Pinoy School on the Air classes conducted by the Department of Agriculture, Region 6.

The activity was a six-month course focused on Palayamanan System which started last April, said Information Officer Juvy Gaton during the graduation ceremony held at Amigo Terrace Hotel, Iloilo City.

The School on the Air is a yearly undertaking of the DA Regional Agricultural and Fishery Information Division in cooperation with other government institutions, non-government and provincial offices and the private sector.

Palayamanan system is the bahay-kubo concept which combines rice with other high-value crops, indigenous vegetables and trees, fish, poultry, livestock, and biomass recycling.

The objective of this system is to help farmers increase their productivity and income, and to provide supplementary food for the family.

Aside from distributing the certificates of completion to farmers, the activity was also highlighted with the awarding of farm tools to deserving farmers. (PIA6

Barangays to hold Assembly Day on December 11

Manila (10 December) -- All the 42,000 barangays in the country will be holding the first synchronized assembly under the administration of President Benigno S. Aquino III this Saturday, December 11.

A DILG press release said that the assembly was supposed to be done last October 16 yet, but because of the Barangay Elections, it was postponed to December 11.

The same release said the assembly will be highlighted, for the first time, by the recitation of "Panunumpa Para sa Mabuting Pamamahala Tungo sa tuwid na Landas " by the barangay officials before their constituents.

DILG Secretary Jesse Robredo said the recitation is an expression of the barangay officials' commitment to uphold the principles of good governance, namely, responsiveness, transparency, accountability and participation at the barangay level.

The pledge partly reads: "... na itataguyod at isasakatuparan ang pamamahalang matuwid, malinis, hayag, at nagbibigay puwang sa lahat ng mamamayan na makilahok sa pagpapaunlad ng barangay."

In his directive to local executives, Robredo said barangay officials should discuss the guideposts in sustaining and promoting good governance, particularly on transparency of barangay financial records.

He added that they should also present the current state of development and financial status of the barangay.

The conduct of the barangay assembly is in accordance with Proclamation No. 74 issued by the Office of the President.

Iloilo City (10 December) -- PO3 Shella Mae Sangrines of Iloilo City; and PO3 Joey Castillon of Tobias Fornier, Antique and eight others from different regions of the country were cited as the Country's Outstanding Policemen in Service (COPS) on Wednesday afternoon at Malacanang's Ceremonial Hall.

According to the Malacanang press report, President Benigno S. Aquino III challenged this year's outstanding policemen and women to continue their good work as his administration is working doubly hard to improve the economy and the Filipinos' standard of living.

Named ten outstanding policemen were: Supt. Leo Francisco of Taguig City; Supt. Florencio Ortilla of Davao City; Supt. Noel Ponsaran of Davao City; Supt. Sidney Villaflor of San Jose City, Nueva Ecija; PO3 Edilberto Euraoba II of Sibulan, Negros Oriental; PO3 Shella Mae Sangrines of Iloilo City; PO3 Zoraida Aripin of Zamboanga City; PO3 Joey Castillon of Tobias Fornier, Antique; SPO2 Hermie Raymundo of Lingayen, Pangasinan; and PO3 Roel Paclibar of Tacurong City, Sultan Kudarat.

Aside from the trophy they received from the President, each awardee also got a cash prize of P250,000 from the Metrobank Foundation. Also, the awardees received the Medalya ng Katangitanging Gawa from the PNP as an added recognition of their exemplary feats, the Malacanang press report disclosed.

The President said he had ordered National Police Chief Director General Raul Bacalzo to improve the arms capability of the police force and increase its budget for training.

He added that Interior and Local Government Secretary Jesse Robredo is currently coordinating with the National Housing Authority (NHA) to fast track the application of the PNP for decent housing units.

For his part Metrobank Foundation president Aniceto "Chito" Sobrepena said the 2010 COPS are all model citizens that can inspire fellow Filipinos to take the straight and righteous path that the Aquino administration is now promoting.

Bacolod City (9 December) -- The Negros Museum is welcoming 125 private and public school teachers from all over Negros Occidental and Iloilo City for a free seminar-workshop entitled "Teaching Rizal in the Classroom: Making the Rizal Course Relevant in Our Time" on December 10, 2010 at the Museum Lobby.

DENR to hold seminar for hotels and resorts

Iloilo City (9 December) -- As part of its Energy Efficiency and Conservation program (EE&C) and in celebration of the National Energy Conservation Month every December, the Department of Environment and Natural Resources will hold a Seminar Workshop on Energy Efficiency and Conservation for Hotels, Resorts and Restaurants.

The Seminar workshop will be held at the Regency Lagoon Resort, Boracay Island on December 13, 2010.

According to Director Antonio E. Labios, this activity will kick-off the series of activities that will promote EE&C among the major energy users in Boracay Island.

The EE@C program aims to save more energy in all sectors especially at present when the power supply is critical and the rapidly increasing energy demand.

Labios also said that the sustained and right practice of EE&C contributes significantly in reducing global warning.

Most victims of firecracker blasts in Western Visayas are children, says DOH

Iloilo City (9 December) -- Majority of the injuries caused by firecrackers during the holidays in Western Visayas, were children said Dr. Sophia S. Pulmones of the Department of Health, Region 6.

Dr. Pulmones, head of the local health support division of DOH 6 said that DOH is now using advocacy by fear as shown by their posters depicting gory pictures of mutilated hands and fingers, blasted eyes and other parts of the body, "so that the public should know the ill effects of firecrackers to our health".

Pulmones said that the age the firecracker victims in the past ranged from ten years old and below, followed by 11 to 20 years old, and 21 to 60 years old.

Majority of the cases in Western Visayas were blasts or burns with no amputation which accounted 76 percent; blast or burn with amputation- 10 % and 10 % also for eye injury, Pulmones said.

For the number of injuries according to gender, males account 93% and only 7 percent were females.

The top five injury-causing firecrackers are piccolo- 30%; kwitis- 14%; luces- 7%; 5 star- 6% and pla-pla- 5 percent.

Dr. Pulmones said that this year's objective is to protect children from fireworks-related injuries and deaths through strict enforcement of the ban on minors to manufacture, sell, purchase and use all firecrackers/fireworks. (PIA6)

Negros Occ. (9 December) -- Philippine Information Agency Director General Lawyer Jose Fabia recently cited the leadership of PIA Regional Director Janet Mesa for putting in place a well organized network of Information Officers in the six provinces of the region.

"I am happily surprised that in Region VI, whatever we were thinking ? it is already happening under the leadership of Atty. Janet Mesa," Fabia said during a recent gathering of Public Information Officers, IOs, in Iloilo City.

For several years now, the PIA Regional office is mobilizing not less than 150 IOs in the region who coordinate with the PIA in the dissemination of information particularly in the field of development communication.

Fabia thanked the IOs for the role they have chosen to assume, stressing that their job is crucial because the information they give greatly benefits the lives of many people.

"If we provide the proper information to the people, this information can save and improve their lives."

To prove his point, Fabia recalled the events during Typhoon Juan where government agencies were able to track down the actual path of the typhoon and were timely informed of the damages made including areas severely flooded through the SMS IOs sent to PIA.

Through this information made available in real time, he said, the agencies were able to respond properly to the needs of the people like relief goods, food and medicine supplies.

He urged the IOs to help the government in information dissemination so that the people will know about its programs.

He also urged them to work from the heart, out of their love for country. "In all of these, I think, it is important that we keep in mind that what we are doing is for our countrymen," he said.

He said a good part of information and communication should be devoted to love of country, love of the place where one comes from. "Instilling Filipino values is the greatest challenge for our IOs and communicators." (PIA-LOL)

Two Ilonggo youth organizations named TAYO awardees

Iloilo City (9 December) -- Two youth organizations from Iloilo made it to the Ten Accomplished Youth Organizations Awards this year, 2010.

These organizations are the Pagaypay 4-H Club of Passi City and the LINK. Exe of West Visayas State University.

Representatives of the two organizations received their trophies and cash prizes from President Benigno S. Aquino in a ceremony held at Malacanang Palace, December 9, 2010.

Assisting the President in giving the trophies were Senator Francis Pangilinan and Presidential Communications Operations Office Secretary Herminio Coloma, among others.

Aquino lauded the dedication shown by the young awardees through their innovative strategies to help improve the lives of the people in different fields such as education, health, environment, peace and order and others.

"Lubos ang paghanga ko sa inyo na sa murang edad pa lamang ay mulat na sa inyo ang mahalagang papel sa ating lipunan. Iloilo City (9 December) -- Some 20 women members of the Association of Disabled Persons in Iloilo received a livelihood fund from the Department of Labor and Employment for their Skills training on Cosmetology.

DOLE 6 Regional Director Manuel Roldan gave the check worth P127, 750 to ADP-I President Juvy Ministros during a simple rite as part of the 77th anniversary celebration of DOLE in the region, December 8, 2010.

Ministros said the funding assistance will be used for the training and purchase of kits of their women member beneficiaries.

"This support and assistance will be a great help to our members since this will be a source of livelihood for them", said Ministros.

The check is part of the P1,439,936.00 released by DOLE during the ceremony. Other recipients of the livelihood fund assistance are the municipality of Bingawan with P258, 450.00 for its Organic Fertilizer Production benefiting 60 individuals; Guimaras Province with P469,896 for its Starter KITS benefiting 63 individuals; and Carles MPC with P447,940.00 for its Nata de Coco Processing benefiting 50 individuals.

The Panay Sugarcane Producers MPC also received P135,900.00 for its Skills training on Cosmetology with 20 beneficiaries.

Roldan said the fund assistance is part of the continuing effort of DOLE to give livelihood opportunities that intend to help increase productivity and improve the lives of the people. This is also in pursuit of the full implementation of President Benigno Aquino's 22-Point Policy on labor and employment.

DOLE spends early Christmas with less fortunate kids

Iloilo City (9 December) -- The regional office of the Department of Labor and Employment here in Western Visayas celebrated its 77th anniversary with the less fortunate children of this city through an early Christmas gift giving.

Regional Director Manuel Roldan led the officers and personnel of the DOLE 6 regional and Iloilo offices in distributing gifts to some 50 streetchildren from the various districts of Iloilo City in a simple program held outside the DOLE regional office in Jaro, December 8.

Roldan said they chose to spend their anniversary with the streetchildren because he believes that these children will become good workers in the future.

Roldan said these children at their young age are already exposed to struggles and their early experiences of hardships will help them face the life's challenges that lie ahead of them.

"If we continue helping them, they can be successful or may surpass our successes", said Roldan.

The children received t-shirts, Christmas gifts containing toys, school supplies and goodies given by DOLE employees and other generous individuals and charitable organizations.

Roldan said the gift giving activity aims to bring the feeling of Christmas for these kids in homes instead in streets.

Aside from the gift giving, DOLE 6 has lined up other activities to mark its 77th anniversary in the region carrying the theme "Tuwid na Daan sa Tapat na Paglilingkod" which is in line with the reforms being pursued by President Benigno S. Aquino III.

Other activities include month-long information dissemination on DOLE's programs and thrusts, Reintegration Fair for Overseas Filipino Workers on December 10 and 11 and awarding of checks to identified local government units and community and workers organizations to fund various livelihood projects. POEA warns against 'fictitious jobs' abroad

Iloilo City (8 December) -- Philippine Overseas Employment Administration 6 Officer-in-Charge Rhea Glynda Calantas reiterated the warning issued earlier to medical students, graduates and practitioners against illegal recruiters offering fictitious hospital jobs abroad.

Calantas said their Central Office has received various reports of illegal recruitment of medical professionals and skilled workers through the internet to work in'ghost hospitals' in destinations such as Switzerland, Israel and Guam.

She cited the report of the Philippine Embassy in Berne of a certain "Semino Private Hospital' in Switzerland that does not exist which claims to have a student program and offers internship jobs and substantial allowances through e-mail to lure applicants.

Also the Labor Attache in Israel reported of "Jordan Valley Medical Center" offering nursing jobs which were found to be fictitious as no such hospital exists.

An alert was also made by the Consul General in Agana of a fake hospital in Guam, the "Guam General Hospital that is soliciting applications for nursing jobs. Its website www.guamgeneralhospital.com was recently discovered to have the same content with that of www.westernpacifichospital.com.

Calantas advised jobseekers to always make sure that the job being offered in the internet really exists by checking the website of the employer, the complete address, postal code and contact details.

"Do not deal with employers with no verifiable contact details", said Calantas adding "also ask for employment contract authenticated by the Philippine Embassy and Consulate nearest to the address of the employer". (PIA/LAFrench)

Workers urged to call DOLE if they fail to receive 13th month pay

Iloilo City (8 December) -- Workers in the private sector were urged to call the Department of Labor and Employment Office if their employers failed to pay their mandatory 13th month pay this year.

Recently, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz reiterated that it is the obligation of employers under the law, specifically Presidential Decree No. 851, to pay the 13th month benefit to all workers and employees.

Under PD No. 851, employers in the country are required to pay their workers' 13th month pay not later than December 24 of each year. They, however, may pay one half of the 13th month pay before the opening of the regular school year and the balance on or before December 24.

"If they are not paid, they can call our hotlines and tell us so," said Baldoz in a DOLE press report.

Baldoz had also instructed all DOLE national and regional officials to ensure that the hotline numbers are manned by competent staff to answer all calls from workers and even the general public.

Iloilo City Mayor Jed Patrick E. Mabilog cited Mr. Edgar "Injap" Sia II for his highly remarkable generosity in donating P25 Million for the Four-Storey Building which will be called as the Iloilo City Community College.

"The legacy of Injap will remain part of the fabric of Iloilo City for as long as those of us who are here, taking part in this historic moment in time, are here to tell the tale," Mayor Mabilog said as he emphasized that "Injap's legacy will linger in the minds of the Ilonggos long after we are all gone".

Mayor Mabilog said that the groundbreaking ceremony also marked the beginning of the new chapter of the stronger private and public partnership in Iloilo City.

The Mayor expects that the school will operate on June 2011 as soon as the necessary papers are accomplished by the city government.

He also said that the only way to address Iloilo City's developmental challenges is to give the people the tools to empower themselves and become agents of their own destinies.

"I promise you that poor but deserving students will indeed always come first," Mabilog said.

The occasion was graced by Senator Ferdinand R. Marcos, Jr. who told the Ilonggos that with the continuing recognition of the importance of education in the development and progress of the country, "I a happy to be able to say that in our last caucus of the Senate, the Senate decided the P143 million that was removed from the MOE of the SUC will be reinstated, and we will continue to look at the budget to see where else we can find more money".

Iloilo lawyers say no to cut in judiciary budget

Iloilo (8 December) -- Ilonggo lawyers are also supporting the protest of the members of the Judiciary against proposed reduction in their budget for 2011.

Integrated Bar of the Philippines-Iloilo president Atty. Marvin Daquilanea said that aside from this, they are also protesting the non-implementation of the salary increases for judges, despite the fact that other agencies already had done so.

"It is unfair that judges are receiving salaries lower than the other court personnel," Daquilanea said.

He also said that the reduction in the budget of the Judiciary would mean smaller manpower and inadequate resources for this branch of the government.

As a form of protest, Daquilanea said they will be wearing black arm bands every Monday during Flag Ceremonies, until their protest is heard and answered. (PIA6/ESS)

Iloilo (8 December) -- Integrated Bar of the Philippines-Iloilo Chapter president Atty. Marvin Daquilanea said President Aquino should pursue the creation of the Truth Commission as a legal structure because it is his campaign promise.

"But he should see to it that this is created by law as a structure that is legal. This is not difficult for him, considering the popular support of the public for him as well as the majority of the legislature," Daquilanea said.

He added that he believed the members of the Judiciary have voted on sufficient grounds to declare the Truth commission as unconstitutional.

Daquilanea said the President, however, cannot withdraw from the creation as people tend to respect the intentions of the commission as long as this will consider equal protection and good for all people.

Meanwhile, Presidential spokesperson Edwin Lacierda, in a Malacanang dispatch, said the Supreme court decision "will set back the reforms the Aquino administration has implemented in pinpointing the accountability of the previous administration."

Monica Tejada, SMART Research Consultant, said on top of the list of winners for high school publications is the Ang Aninag of the Negros Occidental High School, followed by the Clarion of Bacolod Tay Tung High School and The City Light of the Bacolod City National High School.

Besting the eight other finalists for college publications is the The Lead of the University of St. La Salle-Mass Communications Department, followed by The Lifeline of the West Visayas State University College of Nursing, and the Central Echo, of Central Philippine University.

The other finalists garnering consolation prizes were the Philippine Artisan of the Technological University of the Philippines-Visayas, The Augustinian Publications, University of San Agustin-Iloilo, The Technopacer of Carlos Hilado Memorial State College, and the The Techno Forum, Southern Iloilo Polytechnic College-Miag-ao, Iloilo.

The winners were given cash prizes and trophies of P12,000, P7,000, P5,000 for the first three and P2,000 for the runners up.

Special awards were also given to Best Blog Writer for High School which went to Pia Villahermosa of Ang Aninag and, likewise, the Best Photographer award.

Best Blog writer for college publications went to Roma Gonzales of the Lifeline, while the Best Photographer was Aeson Baldevia of The Lead.

Querol also awarded the Medalya ng Papuri or PNP Commendation Medal to police officers who were responsible for the arrest of Keneth Barrido and voluntary surrender of John Andrew Mojana and Ryan Dela Cruz, suspects in the killing of Walter Hermita, a taxi driver last November 23 at Villa Carolina Village, Arevalo, Iloilo City during the ceremony.

The awardees were Police Superintendent Eugenio A. Espejo, Police Chief Inspectors Dande B. Deocampo and Orly Z Gabinete; Police Inspector Manny C. Manuel; and Police Officers 1 Basilio V. Rezo and Vernie Escorial.

PRO6 Information Office reported that a commendation was also given to seven security guards and a barangay tanod for their participation in the arrest of Rodney Ben Hachuela, a wanted person for Frustrated Homicide who was then undergoing treatment at San Lorenzo Ruiz Surgical Ward of West Visayas State University Medical Center on October 18 when the arrest was made.

Retired Police Senior Superintendent Vicente Neptuno, Security Consultant of the WVSUMC led the security guard awardees detailed in the same hospital. The security guards were Security Guard 1 Alfredo A. Anacan, Jr. and Security Officer Jose T. Buncalan, Jr., both are government guards; and Jonathan A. Ticzon, Myla E. Bolido, Rose G. Panes, and Julie S. Tupas of the Automatic Response Security Agency.

Theft, robbery top index crimes in Iloilo

Iloilo City (7 December) -- Some people in the city and province of Iloilo preferred to take things that are not theirs last week as shown by police records.

The summaries of index crimes of the Iloilo City Police Office and the Iloilo Police Provincial Office indicated that theft and robbery were the leading index crimes or crimes against person or property in city and province of Iloilo from November 29 to December 5, 2010.

The ICPO reported 41 index crimes during the period. Of the 41 index crime incidents, 26 were theft, 10 were physical injuries, 2 robberies, 2 murder and 1 carnapping.

The IPPO data, on the other hand, revealed that robbery topped the list of index crimes in the province during the same period with three recorded incidents.

Other index crimes reported during the week include frustrated murder and homicide with 2 incidents each, attempted murder with 1, and murder, 1.

No index crimes were reported to the IPPO on November 29, December 2 and 4, 2010. (PIA)

BJMP to hold "Takbo Para sa Preso"

Iloilo (7 December) -- The Bureau of Jail Management and Penology 6 will hold a fun run dubbed "Takbo Para Sa Preso" project on December 11, starting 5:00 in the morning, at the SM city to Boardwalk and back.

Chief Inspector Gilbert Peremne, BJMP RO6 CRS chief, said the project is intended for the benefit of jail inmates in Jordan District Jail in Guimaras and make their Christmas meaningful.

"A registration fee of P150 is requested from each participant, part of which will also fund a mangrove tree for the effort to save Iloilo River," Peremne said.

He said the "Takbo Para sa Preso" is in collaboration with the Drugmen's Association of Panay in partnership with the Philippine College of Physicians ? Panay Chapter, and the Philippine Pediatric Society-Panay Chapter.

The project, he added, is a five-kilometer fun run, expected to generate the participation of some five hundred people, who can either pre-register at the BJMP regional office at Camp Delgado, Fort San Pedro, Iloilo City, or join as a walk-in participant during the day's check-in time at 5 A.M.

Peremne said everybody is invited to join and share the joy of Christmas with the inmates. The first 20 finishers will receive freebies from the organizers.

Meanwhile, four Jail Officers grabbed the gold medal in the first Guimaras Extreme Half Marathon held last November 28, organized by the Guimaras Provincial Government under Gov. Felipe Nava in collaboration with ProSports Incorporated.

The gold medalists were JO1 Ronlad Canaway, JO1 Albert Besite, JO1 Ariel Barcelona and JO1 Jeremiah Lizardo of the Team BJMP.

Parents should be more discriminating in buying toys

Iloilo City (6 December) -- Parents, "Ninongs and Ninangs" need to be more discriminating in their choice of toys for their children and god- children this Christmas as many toys may contain phalates, synthetic chemicals added to polyvinyl choride plastic to make it soft and flexible.

Presently, the Philippines has no specific standard on phthalates. Although, the then Bureau of Food and Drugs issued as early as 1999 Advisory 99-05 where it warned that "phthalates may cause adverse health effects such as liver and kidney wounds, reproductive abnormalities and immune system defects."

Women in Europe for a Common Future (WECF), an organization campaigning for toys without hazardous chemicals both in the political arena and by the manufacturers has published a "Safe Toys Guide," to guide consumers, among which are:

1. Less is more! Buy fewer toys, aim for quality over quantity.

2. Avoid very cheap toys because they often contain more hazardous chemicals.

3. Do not buy a toy with a strong chemical or perfumed smell or if it feels uncomfortable to the touch.

4. For young children, make sure that no small parts can be pulled off and swallowed.

5. Unpack any new toy and leave it outdoors to let some of the hazardous chemicals to evaporate.

6. For dolls: Buy rag dolls and wash stuffed dolls before use.

7. or cuddly toys: Look for products from natural or organic materials and wash and air toys before use.

8. For wooden toys: Buy solid, unvarnished and unpainted wooden toys with as few glued parts as possible.

9. For plastic toys: choose natural rubber toys, look for PVC-free and phthalate-free labels and avoid products which smell strongly of chemicals.

10. For art materials and cosmetics: Do not buy scented toys, as these can trigger lifelong fragrance allergies, which cannot be cured. Choose products with food or plant colorings and without preservatives. (PIA6)

Iloilo (6 December) -- Private sector representatives will now have seats in the Provincial Agrarian Reform Committee as DAR-Iloilo will hold a PARCCOM election on December 9, at Punta Villa, Iloilo City.

A DAR-Iloilo press release said private sector representatives to the PARCCOM will come from Farmers Organization, Agricultural Cooperatives, Non-Government Organizations, Landowners for Primary Crop-Rice, Landowners for Other Crops, Farmer/Farm worker beneficiaries for Primary Crop-rice, Farmer/Farm worker Beneficiaries for other crops and Cultural Community.

The general criteria that guide the selection include a) the nominee must be able to express himself well either in English or Filipino; b) of good moral character; c) an active member of the organization he/she is representing; d) must express high level of social awareness on agrarian reform program and related issues; e) must exhibit high social responsibility and concern to the group he/she will represent; and, f) must exhibit leadership quality.

DAR-Iloilo province Information Officer Yvonne Senobin said, peasant sector representatives must exhibit active involvement in government programs; be a farmer leader who has demonstrated cooperation and receptiveness to the CARP, or must be any of the following ? tenants, agricultural lessees, regular/seasonal farm workers, actual tillers of abandoned lands, landless agricultural farm workers and actual landless tillers/occupants of public lands.

On the other hand, Senobin said landowner-representatives must possess landholdings covered by any agrarian reform programs of the government and which have considerable number of share ? tenants, lessees or hired regular/seasonal laborers and must indicate cooperation and receptiveness to CARP.

Further, nominees are required to bring biodata, nomination by the secretary or equivalent official of their organizations, list of officers and members for the current year, term of office as certified by the secretary and certified true copy of accreditation.

Blind masseur gets "Huwaran nga May Kasablagan" award

Iloilo (6 December) -- He is a blind masseur whose kind heart led him to adopt an abandoned one-year old blind and austistic boy whom he treats like a son. That is Daniel G. Jarencio, this year's "Huwaran nga may Kasablagan" (Model Person with Disability) in the search conducted by the Iloilo City Social Welfare and Development Office, Office of Persons with disability Affairs in cooperation with handicap International-HI UMWAD Project and the International fellowship Program Alumni Association, December 3.

Daniel has been blind since he was six years old when he contracted measles. He was always bullied about his blindness that he decided to drop out of elementary school in their village of Lagdungan in the mountainous area of Tapaz, Capiz. Daniel, however, did not despair and tried to learn skills as masseur. He moved to Iloilo in 1991 where sooner he married a fellow blind masseuse Irene de la Cruz with whom he has two children, other than his adopted blind son Ricor.

Daniel is now 45 years old and currently serves as treasurer of the Philippine Blind Union-Iloilo Chapter, where he has been a member since 1992. In 2006, Daniel was a guest presentor of an investigative report on alternative medicine at Central Philippine University. His paper "Strategic Intervention for the PBUIC Inc." was among the finalists in a presentation organized by the University of the Philippines in the Visayas in 2009.

Daniel was among the six finalists who competed for the "Huwaran" award. The others were Meldy P. Horario, a junior at the Associated Computer systems Institute taking up bachelor of Science in Information Systems. Jasper Rom, Project Manager of Handicap International, said The PWDs being honored in the event, were among the 10 percent global population of PWDs, and often belong to the poorest. He said in his message that the many accomplishments attributed to the PWDs through the help of various agencies show that these people, despite their disabilities, are capable of contributing to progress.

Western Visayas' police-media crisis protocol to be replicated in Region IV-A

Iloilo City (3 December) -- The PNP-Media Protocol on Crisis/Hostage Situation of Western Visayas will be replicated in Region IV-A.

And the person who is initiating the move is no less than the officer who headed the Philippine National Police (PNP) Regional Office No. 6 here until October of this year ? Police Chief Superintendent Samuel Pagdilao Jr. He now heads the Police Regional Office of the Southern Tagalog Region.

It will be recalled that it was during Pagdilao's term as PRO 6 chief that the local media group initiated the formulation of the police-media protocol in the wake of the tragic hostage-taking incident in Manila. Picking up from the initiative, the local media and PRO6 worked together to come up with the protocol or operations manual.

In an interview over a national radio station December 3, Pagdilao commended Western Visayas for its initiative in coming up with the said operations manual, becoming the first region in the country to do so.

It will also be recalled that PNP Chief Director General Raul M. Bacalzo himself has said that they would make the regional protocol as a template for the national manual.

When Bacalzo was here last October to grace the meeting of the Western Visayas Regional Peace and Order Council (RPOC), the PNP Chief expressed surprised at the fact that the region was able to come up with the manual when the national government has yet to have one at that time.

During the said meeting, the Council chaired by Iloilo Governor Arthur Defensor Sr. presented a copy of the manual to Bacalzo along with the Interim Rules on Regional Crisis Management Committee Powers, Functions and Limitations and PRO6 Commanders Handbook in Dealing With Crisis/Hostage Situation that were also formulated by PNP PRO6 together with concerned sectors of the community during the term of Pagdilao in Region 6. Iloilo City (3 December) -- Office of Civil Defense (OCD) Administrator Undersecretary Benito Ramos congratulated the new officers of the Western Visayas Regional Disaster Risk Reduction and Management Council for having formally assumed their posts even as he challenged them regarding the responsibilities that accompany their positions.

In a message conveyed for him by OCD Assistant Executive Officer lawyer Priscilla Duque, Ramos told the new officers led by the council's chairperson, OCD Regional Director Rosario Cabrera, that their task is full of challenges in helping our countrymen particularly in disaster prone areas.

The approach in disaster management that covers preparation, response, rehabilitation and recovery is a year-round affair and will be done not only at the regional level but should go down to the family and community especially with the kinds of hazards that we are facing now.

Duque also administered the oath of office of the new officers who also included the vice chairpersons, namely DILG Regional Director Evelyn Trompeta dor Disaster Preparedness, DSWD Regional Director Minda Brigoli for Disaster Response, DOST Regional Director Engr. Rowen Gelonga, and NEDA Regional Director Ro-Ann Bacal. Bacal, however, was not able to attend the induction due to another commitment on her part.

Prior to the induction, the chairmanship of the council was turned over to Cabrera by Philippine National Police Regional Director PCSupt Cipriano Querol Jr.

It will be recalled that the PNP used to chair the RDRRMC, formerly known as the Regional Disaster Coordinating Council. However, with the passage of the law on the strengthening of the Philippine disaster risk reduction and management system or Republic Act No. 10121, the council is now known by its new name and its chairmanship passed on to the OCD from the PNP.

The induction of officers was held together with the first meeting of the regional council December 2 at Days Hotel here. The Western Visayas Disaster Risk Reduction and Management Operations Manual was presented during the activity, together with the plans of clusters comprising the council. (PIA 6)

Trenas bats for different penalities for politically-motivated killings

Iloilo City (3 December) -- Former Iloilo City Mayor and now Congressman Jerry P. Trenas has filed House Bill 3594 which seeks to provide a different set of penalities for political, extrajudicial or extralegal and political abductions that lead to enforced or involuntary disappearance of persons who may eventually turn up murdered and their bodies secretly disposed of.

Trenas said that politically motivated killings and abductions are no ordinary crimes and that there is a need to define these acts and to impose the maximum penalty or life imprisonment for such crimes because at present those accused are merely charged with murder or kidnapping under the Revised Penal Code.

Although at present a person whose right to life, liberty and security has been threatened or violated, may ask for the issuance of a writ of amparo, this cannot stop extralegal killings and enforced disappearances.

Hence Trenas said there is still a need for a substantive law in order to prosecute the crimes.

Trenas, former President of the League of Cities of the Philippines, who is serving his first term, also said the proposed bill would also deter the abduction and killing of media as the bill will "create a legal presumption" that the killing or abduction of a member of media is done with a political motive.

Those found guilty of extralegal killing or enforced disappearances will suffer life imprisonment. If they are public officers, they will suffer a lifetime ban from both elective and appointive office.

The bill states that government officials, public officers, persons in authority or agents of a person in authority, officers and members of social organizations, belligerent groups and private corporations who acted as principals, as principals by inducement, or in conspiracy with any of the principals, will be punished with the same penalty. Iloilo City (3 December) -- Police Officer 3 Francisco Lindero III has received various awards and commendations as a student and for his job but he said the one closest to his heart is the "Best Performing Information Officer Award" given to him on Thursday, December 1, 2010.

Lindero, the Informtion Officer of Police Regional Office 6 is one of the four recipients from the provinces of Iloilo and Guimaras of this year's "Best Performing Information Officer Award" given by the regional office of the Philippine Information Agency in Western Visayas.

The award intends to recognize Best Performing Information Officers for their extraordinary accomplishments and contribution to government information work in their respective agencies and local government units bearing implications to national thrusts in general, among others.

Lindero is currently the President of the Association of Government Information Officers in Iloilo who, under his leadership tries to give priority to the enhancement of skills and competencies of his members through the various trainings conducted by the organization in coordination with PIA.

"I was not expecting to be chosen and I am deeply honored for this award. Information work is another avenue for me to grow in another aspect of police work. I am happy that our initiatives were also recognized," said Lindero, PRO 6 Best Police-Non Commissioned Officer for Administration Awardee in 2008.

Lindero was instrumental for the replication of Talakayan sa Isyung Police, a cable television program in cooperation with the Central Philippine University. He was also cited for the preparation and publication of his news releases in local dailies and some national broadsheets.

Other awardees are Department of Social Welfare and Development Officer Information officer May Rago Castillo, Department of Agrarian Reform Information Officer Ramona Gonzaga and Guimaras Provincial Information Officer Leny Gabo-Fible.

Castillo started in DSWD as a writer for its World-Bank funded project KALAHI-CIDDS in 2004 and the following year, appointed as Information Officer II. She was also instrumental in production of two booklets titled, "Social Integration of Indigenous Groups in the Society, a documentation of DSWDs interventions for Indigenous People in Western Visayas and "Pagbana-ag, a compilation of experience of the Pag-asa Youth Association of the Philippines in Western Visayas.

She has also initiated various information and advocacy activities/events in support of the programs and projects of DSWD.

"When I received the award, I felt like I am a graduating student finally getting the diploma. I silently told myself, this is for God, whom I always thought is the one I'm serving; for my family and my supportive supervisors and colleagues. The feeling was that the trophy and certificate symbolized the hard work, the beyond-office-hours duty and the sacrifices of choosing work instead of being at home with my three-year old kid," said Castillo.

Gonzaga has been with the DAR 6 Information and Education Division since year 2000. She was also President of the AGIO-Iloilo from 2008-2009.

Gonzaga said her life as an Information Officer of DAR is full of transforming and challenging experiences considering the Department is implementing CARP, a social justice program which is relatively an unpopular program.

Gonzaga spearheaded various information and education activities geared towards their clientele's understanding and realization that the agrarian reform program is for them.

To Fible, who was not able to attend the awarding ceremony, the award is a good motivation for them to be efficient in their work as well as to be an effective tool in providing information.

"It is really fulfilling that our endeavors were appreciated not only for the sake of an award but our responsibilities in helping mold the community which is very crucial," said Fible.

She cited that the most memorable time in her job was when the largest oil spill incident in the country devastated her province. Tasked to manage the Infocenter 24/7 with only limited facilities, she was up most of the time to entertain calls, queries, interviews, and fieldworks.

"Though that was the toughest experience I ever had, that became my best challenge in testing my capabilities and efficiency", said Fible.

Fible is also thankful for the support of Governor Felipe Nava to all their efforts and who is very appreciative of their inputs.

CSC releases guidelines for availment of special leave under MCW

Iloilo City (3 December) -- The guidelines for the availment of special leave benefits granted under Section 18 of Republic Act. No 9710 otherwise known as the Magna Carta of Women is now out through CSC Resolution No. 1000432.

The Resolution which was promulgated November 22, 2010 provides that the special leave covers all female employees in the public sector regardless of age and civil status, who have rendered at least six months aggregate service for the last 12 months prior to undergoing surgery for gynecological disorders.

Under the CSC guidelines, the special leave shall be for a maximum period of two months per year with full pay based on her gross monthly compensation (monthly basic pay plus mandatory allowances). It may be used for the period covering the surgery until recuperation. Absence incurred from the pre-surgery period, as well as those in excess of the two months allowed under the special leave benefit, may be charged against the employee's earned leave credits.

The special leave benefit however is non-cumulative and not convertible to cash.

The guidelines provide it shall be retroactive September 15, 2009 or the day the MCW took effect. Employees covered by the said guidelines who have undergone surgery and recuperation due to gynecological disorders from the said date onwards are allowed to avail of the special leave.

Those who used their sick or vacation leave credits for surgery and recuperation that occurred between September 15, 2009 and November 21, 2010, the day prior to issuance of the CSC guidelines, can have their leave credits restored.

Western Visayas Medium Term Development Plan up for public consultations

Iloilo (3 December) -- The draft Medium Term Regional Development Plan for Western Visayas 2010-2016 is now up for public consultations, a NEDA6 press release said.

The same press release said some of these consultations were already done in the provinces of Capiz and in Iloilo, last November 18 and 24 respectively, facilitated by Regional Planning committees and participated in by a cross section of the public sector.

The public consultations for kalibo were held last week of November 30, while for Negros Occidental, December 2.

NEDA 6 Director Ro-Ann Bacal said the MTRDP will not only translate President Aquino's development agenda as his social contract with the people, but will also attempt to solve a number of issues that hinder the full development of Western Visayas.

NEDA Information Officer Cynthia Lumampao said the new MTRDP embodies the vision, core values general principles, objectives/targets, strategies and major programs, projects and activities that the region will pursue in the next six years.

Lumampao said the plan contains 11 chapters: Macroeconomy, Competitive Industry and Services Sectors, Tourism Development, Modern Agriculture, Infrastructure Support, Human Resource Development, Research and Development Thrusts, Biofuels and Renewable Energy Development, Good governance and the Rule of Law, Peace and Security, and environment and Natural Resources.

She said the enhanced draft as result of the consultations, will be presented to the major sector and special committees of the RDC and the final draft will be submitted to the Full Council for its adoption and subsequent endorsement to the Office of the President.

Iloilo (3 December) -- The advantages of public-private partnership were tackled during the forum on Managing our Watersheds convened by the Canadian Urban Institute for stakeholders coming from the Metro-Iloilo Guimaras Development Council, LGUs and agencies, to engage them for effective action.

Engr. Mike Price, CUI Water Resource Management Advisor and former General Manager of the Toronto Water, told stakeholders that many of the problems on water demand and supply can be addressed by PPP program.

"It is more expensive to do it by yourself," Price said, referring to the seemingly isolated interventions to water problems in the province and city of Iloilo.

He said in Toronto, huge investments were allocated for water including water education in a holistic manner, where public and private sector participation was immense.

Joining Engr. Price were Dr. Joy Lizada of the UP-Visayas, Dr. Jessica Salas, of Tigum-Aganan Watershed Management Council, and Victoria Lara of the Iloilo Business Club.

Dr. Lizada said watershed management should take water as a social and economic resource and water development should be looked at as an economic good that needs participation of many sectors for it to be efficiently and effectively managed.

Dr. Jessica Salas said stakeholders in watershed management should consider diverse sources of water in an area so that adequacy in supply and demand can be assured of.

She said the local government can venture into ordinances and local initiatives that regulate water consumptions among users, into certain amounts only and any violation can be sanctioned, while best practice on water demand management can also be given incentives through productive investments.

Ms. Lara of the Iloilo Business Club said that problems on water demand and supply and watershed management can be effectively addressed with a responsible body that can put the stakeholders together.

She added Iloilo needs a master plan that can include a strategy in approaching its water problems.

CUI Project Manager jay Presaldo said the forum is among a series they are conducting with the stakeholders, aimed at emerging creative trends in water resource management, identifying priority issues for policy formulation. (PIA6/ESS)

Iloilo City (3 December) -- Office of Civil Defense (OCD) Assistant Executive Director lawyer Priscilla Duque swore into office the new officers of the Regional Disater Risk Reduction and Management Council of Western Visayas with OCD Regional Director Rosario Cabrera as Chairperson.

To steer the council with Cabrera are four Vice Chairpersons, namely DILG Regional Director Evelyn Trompeta for Disaster Preparedness, DSWD Regional Director Minda Brigoli for Disaster Response, DOST Regional Director Engr. Rowen Gelonga for Disaster Prevention and Mitigation, and NEDA Regional Director Ro-Ann Bacal for Disaster Rehabilitation and Recovery.

The swearing-in took place during the first meeting and induction of officers of the Western Visayan council that was organized along with other regional bodies in the country by virtue of Republic Act No. 10121 that created the National Disaster Risk Reduction and Management Council in lieu of the National Disaster Coordinating Council.

Duque, who is also the Chief of the OCD Training Division, conveyed to the officers of the RDRRMC the congratulatory message of OCD Administrator and NDRRMC Executive Director Undersecretary Benito Ramos.

Ramos is presently in Seoul as a member of the Philippine Rapid Response Team that was deployed by President Benigno S. Aquino III to assess the country's contingency plan for Overseas Filipino Workers (OFWs) in South Korea amidst the tension in the Korean Peninsula.

The RDRRMC presented to Duque a copy of the Western Visayas Disaster Risk Reduction and Management Operations Manual during the meeting and induction, which was attended by members of the regional council and members of the media.

Duque commended Western Visayas for being the first regional disaster management council to come up with the said operations manual as well as for holding the first induction of officers.

CSC adopts performance governance system-balance scorecard measurement

Iloilo City (2 December) -- The Civil Service Commission has adopted the Performance Governance System ? Balanced Scorecard (PGS-BSC) a management and performance measurement tool towards good governance.

To this end, the CSC officials and rank and file recently underwent a PGS Initiation Working Session, where they revisited the organizations existing core values, vision and mission statement and assessed how these can be translated to strategic commitments and initiatives.

Members of the Multi-Sectoral Governance Coalition (MSGC) composed of representatives from the civil society, media and business sectors collaborated with the CSC during the working session. They included former CSC Chair Ricardo L. Saludo, Manila Times President/CEO Dante Francis M. Ang II, Personnel Management Association of the Philippines (PMAP) Executive Director Gerardo A. Plana, Raul Dizon and Vicente Carlos Roque from Gawad Kalinga, and Erico Habijan of the National Educators Academy of the Philippines.

Representatives of the Institute for Solidarity in Asia (ISA) and Development Academy of the Philippines (DAP), including ISA President Francisco C. Eizmendi Jr. and DAP President Antonio D. Kalaw Jr., also attended the working session to assist the CSC in going through the Initiation Phase of the PGS-BSC installation.

After the CSC has satisfied all the requirements under the Initiation Phase of the PGS-BSC installation, it will be granted a status of "PGS Initiated". Succeeding phases are Compliance, Proficiency and Institutionalization. An organization is elevated into a status of "Maharlika Hall of Fame" upon full institutionalization of the PGS in the organization.

CSC Chair Francisco T. Duque III said that installing the PGS-BSC will be a big boost to the Commission's goal to improve public service delivery and curb corruption in government. (CSC/PIA)

Iloilo City (2 December) -- The government information officers from various national, provincial and municipal government offices in Western Visayas were commended by Director General Jose A. Fabia of the Philippine Information Agency for assisting the PIA in making sure that the government programs and projects were properly understood by the people especially in the countryside.

DG Fabia, who was the guest of the recent Year-End Conference for Information Officers said that "it is very important that we use information and communications, to be able to help improve the quality of life of the people."

Fabia emphasized the importance of a feedback mechanism under the Aquino administration, because the President wanted to know how the people appreciates the programs and projects implemented.

"It is important that we have to make sure that there is constant communication between the Office of the President and the people. That way the people can report to us which government agencies are properly implementing programs and projects, and those agencies that are sleeping on their jobs."

If the people are properly informed and understand the government programs, they will readily participate in the government undertakings for the development of the country, Fabia said.

"President Aquino had been elected on the platform of 'Daang Matuwid' and proper communication will pave the way towards the attainment of unity, understanding and progress," he said.

Fabia said that to strengthen the government's feedback mechanism, "we intend to launch the Citizen's Journalism in order to make sure that the citizens are heard", and the government will respond to their needs.

The PIA Director General awarded trophies and certificates to the Best Performing Information Officers in Region 6 during the event in Iloilo City, and told them "some of you were recognized today, but there will be more who will be cited in the future". (PIA6)

Iloilo City (2 December) -- The Department of Trade and Industry-Iloilo reminded Ilonggos anew to be meticulous when buying their Christmas lights to ensure a safe and festive holiday season.

DTI-Iloilo Business Regulation and Consumer Welfare Officer-in-Charge Judith Degala advised Ilonggos to buy only Christmas lights with Import Commodity Clearance or ICC marks issued from 2008 to 2010.

The ICC marks, according to Degala are printed in stickers, not pre-printed in the packaging. These must bear the unique serial number for the shipment and the manufacturer or importer's name for traceability.

"Christmas lights with no ICC marks are not safe since they are considered to have not passed the Bureau of Product Standards safety and quality standard requirements", said Degala.

She also urged the public to report establishments selling Christmas lights with no ICC marks to the nearest DTI office or text DTI and send to 2920 for Globe and Smart.

Degala said that Christmas lights with no ICC marks will be confiscated and formal charges will be filed against violators under the product standards law for selling imported items without proper markings.

"Christmas lights for indoor use must not be used outdoors and vice versa and not to cascade/attach more than the recommended sets of Christmas lights to avoid electrical overloading," Degala further said. (PIA)

Iloilo City (2 December) -- The Bangko Sentral ng Pilipinas-Iloilo Branch is now accepting entries for its art competition until December 15, 2010.

"The BSP Art Competition was launched with the aim to raise public's awareness and appreciation of the art and recognize the artistic excellence of our contemporary artists," said Doreen Santerva, Research Specialist of BSP-Iloilo.

The competition is open to all Filipino artists, professionals or non-professionals, aged 18 years old and above as of December 31, 2009, who have been declared prize winners, jurors' choice, or honorable mentions in Philippine Art Competitions or who have been invited by the internationally recognized institutions, or participated in international expositions, biennales or triennales.

Artists may explore any subject matter or theme and may use any medium such as oil, acrylic or mixed media. However, the competition does not allow the use of organic material.

Entries must not exceed 180 cm. x 180 cm., with a minimum size of 90 cm excluding frame. Maximum allowable weight is 20 kilos including frame.

The top three winners in this year's competition will receive cash prizes. First prize is P500,000, second place P300,000 and third place P200,000.

Workers urged to call DOLE if they fail to receive 13th month pay
Iloilo City (8 December) -- Workers in the private sector were urged to call the Department of Labor and Employment Office if their employers failed to pay their mandatory 13th month pay this year.

Recently, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz reiterated that it is the obligation of employers under the law, specifically Presidential Decree No. 851, to pay the 13th month benefit to all workers and employees.

Under PD No. 851, employers in the country are required to pay their workers' 13th month pay not later than December 24 of each year. They, however, may pay one half of the 13th month pay before the opening of the regular school year and the balance on or before December 24.

"If they are not paid, they can call our hotlines and tell us so," said Baldoz in a DOLE press report.

Baldoz had also instructed all DOLE national and regional officials to ensure that the hotline numbers are manned by competent staff to answer all calls from workers and even the general public.

Iloilo City (26 November) -- The Department of Health in Western Visayas pushes for an early campaign against firecrackers and other pyrotechnic devices.

DOH 6 Director Ariel I. Valencia said that "as the holiday season is fast approaching, we need to have a massive information campaign against using of any firecrackers to further reduce injuries and death."

He said that last year's DOH record showed that Western Visayas was ranked among the top three regions in the country with the highest cases of firecracker related injuries.

"The National Capital Region being the highest followed by Region 1 and then our Region," Valencia said.

Majority of the firecracker victims in the past were males and most of those injured were children ten years old and below, followed by the youth and adolescents, aging 11 to 20 years old, Valencia said.

The Region 6 Health Director hopes to conduct an earlier campaign together with other support government agencies in order to increase public's level of awareness on the ill effects of firecrackers to body well-being, as well as its effects to life and properties.

The "kontra paputok" campaign of the DOH advocates four schemes to prevent firecracker and fireworks related injuries during the holidays.

The DOH's four safe ways of making noise are: l) using of pots, pans and paper horns; 2) newver pick firecrackers that failed to explode; 3) if wounded, immediately wash wounds with soap and water and go to the nearest hospital for treatment and 4) never fire guns to greet the new year. (PIA6)

Legarda, who is the Chairman of the Senate Committees on Foreign Relations and Climate Change said lawmakers have the mandate to introduce change and to ensure that it happens by: (1) Creating the enabling policy environment for effective disaster risk reduction;

(2) Urging their respective governments to develop risk reduction strategies supportive of national development agenda; and (3) Laying the foundation for increased investment in risk reduction in order to safeguard development gains.

RDC 6 meets in Capiz December 7

Roxas City (26 November) -- A regular conference of the Regional Development Council (RDC) in Western Visayas is set here on Dec. 7 as part of the activities during the Sinadya sa Halaran (SSH) celebration from Dec. 3 to 8 this year.

The RDC meeting dubbed "Sinapol" will be attended by the governors, regional directors of national government agencies and representatives of non-government organizations, among others.

The province also hosted the Council's 4th quarter meeting in 2008 and 2009.

During the SSH 2010 press conference, Capiz Legal Officer and acting provincial administrator lawyer Jose Villanueva said that Capiz Gov. Victor A. Tanco has been nominated and a strong contender for the RDC chairmanship.

"The nomination is already in Malacañang," said Villanueva.

He also added that the appointment "may come in time with the forthcoming Council meeting or after the conference."

The nomination was in compliance with Executive Order No. 325 issued in 1996 which states that "the RDC shall nominate at least two local chief executives and two private sector representatives from whom the President shall choose and appoint the RDC chair and co-chair.

"If the chairman is from the government sector, the co-chairman shall be selected from the private sector and vice-versa," said part of the Order.

The new set of RDC officers, the region's highest policy making body, will serve until June 30, 2013.

RDC is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region. It also serves as a forum where local efforts can be related and integrated with national development activities. (PIA)

Roxas City (26 November) -- The Roxas City government thru its Public Employment Service Office (PESO) is firming up preparations for a major job fair on Dec. 6 at the Dinggoy Roxas Civic Center (DRCC) here.

The "Roxas City Jobs Fair 2010" is part of this year's Sinadya sa Halaran (SSH) celebration which culminates on the feast day of the city's Patroness Our Lady of the Immaculate Conception every Dec. 8.

"At least 15 local establishments and 35 international employment agencies have been invited for the day-long activity but we are still following up their confirmation," said PESO ? Roxas City Manager Milagros I. Barquin.

The upcoming activity is the first major job fair of PESO ? Roxas City since Roxas City mayor Angel Alan Celino assumed as city chief executive last June 30.

However, the office has an on-going referrals and placement for job seekers and a series of special recruitment activities especially for call center employment.

The upcoming jobs fair is in collaboration with Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA).

The establishment of PESO has facilitated the job placement of hundreds of Capicenos in various local establishments as well as deployment of a considerable number of overseas contract workers to Hong Kong and some Middle East countries.

The creation of PESO in local government units is mandated in PESO Act of 1999 to carry out full employment and equality of employment opportunities for all to strengthen and expand the existing employment facilitation service machinery of the government at the local levels. Roxas City (26 November) -- A training for members of Barangay Peace Keeping Actions Teams (BPAT) was conducted by the Roxas City Police Station (RCPS) last Nov. 23 at the Roxas City Hall to intensify its peacekeeping efforts here.

"About 60 participants from Barangays IV, Culasi, Inzo Arnadlo and Tanque have attended the training, said RCPS Public Information Officer PO2 Ramil Arcangeles.

These peacekeeping teams will assist authorities as force multipliers in the implementation of crime prevention programs by reporting potential peace and order problems to village or police officials, he added.

Each team is composed of a Barangay Chairman and seven tanods under the supervision of the local police's chief and Police Community Relations Police Non-Commissioned Officer (PCR PNCO.)

The day-long activity was graced by Police Regional Office (PRO) ? 6 director Chief Supt. Cipriano Querol, Jr. as guest of honor and training lecturer.

Querol was formerly police director of Capiz during which the Capiz Police Provincial Office (CPPO) was adjudged as the Best Provincial Office in the region per evaluation by PRO 6 in 2006.

For his part, Roxas City mayor Angel Alan Celino said during the training that the city government will work out on the insurance of BPAT members.

The city chief executive has included peace and order along with health, opportunities and environmental protection as part of his development agenda under a catchphrase H.O.P.E. (Health, Opportunities, Peace, Environment).

The training was also graced by RCPS chief Supt. Khasmir Disomangcop, PRO 6 -Police Community Relations (PCR) chief S/Supt. Ren Darocca, Capiz Police director S/Supt. Renato Gumban and Roxas City councilor Powell Del Rosario, among others. (PIA)

Iloilo City (29 July) -- President Gloria Macapagal-Arroyo expressed hope that the Mambog, Oton road project will help improve the lives of the Oton residents.

The President visited the area July 28, and was briefed by the Department of Public Works and Highways Undersecretary Rafael Yabut on the status of the road project.

The road project, which is already 97 percent complete, is part of the vital link from the Iloilo Airport in Cabatuan town to Oton.

The total link of the of Oton-Mambog-Caboloan-Abilay-San Jose-San Miguel road leading to Iloilo Airport is 7.5089 kilometers. The concreting of the 2.218 kilometer road in Oton with an appropriation of P30 million is ready for implementation.

The Oton-Mambog road project is one of the numerous infrastructures implemented by the national government in Iloilo.

Iloilo City (26 February) -- Secretary Victor A. Domingo of the Department of Public Works and Highways (DPWH) said that the SONA projects will be finished on time.

Secretary Domingo visited Iloilo City February 26 to get updates on the implementation of the SONA projects, high impact projects and the rehabilitation of typhoon damaged infrastructures.

He said that the vital projects that are essential to local and national economy, like infrastructure damaged by flood are not subject to election ban.

The conduct of election "should not be an impediment to development especially vital projects," Domingo said as he noted that while the "government funds are scarce and not infinite, what could be completed should be completed".

Iloilo City (18 September) -- "The Iloilo Airport is now complete," declared DOTC Secretary Leandro Mendoza as he announced today that international flights will be coming soon in this part of the country.

Secretary Mendoza, who led the ground-breaking ceremony of the P124 million secondary access road in Barangay Tabucan, Cabatuan leading to the Airport complex, announced that President Gloria Macapagal-Arroyo has ordered to establish an international desk which will be administered by the Customs Immigration and Quarantine.

"Darating na ang international flights," said Mendoza as he emphasized that Iloilo International Airport had already been declared as an international destination.

The DOTC Secretary said during the occasion that the Cebu-Pacific will launch its Iloilo-Hongkong flights, as well as the Korean Airlines which will mount Korea-Iloilo flights.

"So this completes the Iloilo International Airport," declared Medoza expressing confidence that investors will come in to spur economic development in the region.

This could be achieved because of the potentials of the area near the airport to become and industrial zone, "eventually becoming an economic zone".

The project is one of the priority SONA commitments of President Gloria Macapagal-Arroyo.

The groundbreaking ceremony was also be graced by DOTC Undersecretary Doroteo Reyes II, Asec Thomson Lantion, Asec Red Kapunan, Cong. Arthur D. Defensor of Iloilo ’s third district, Iloilo Governor Niel D. Tupas, Sr., Cabatuan Mayor Ramon C. Yee, and other national, provincial and municipal officials.

The road project which is expected to bolster the reginal economy will serve as an alternative road to the new Iloilo Airport for passengers coming from the northern and central part of Iloilo, the provinces of Antique, Capiz and Aklan.

The secondary access road is a 3.2 kilometer-stretch from the national highway in Barangay Tabucan to the airport. It will be a two-lane with 5.5 meter width asphalt concrete pavement.

Accordingly, the project covers an area of 64,944 sq.m., traversing the five barangays of Cabatuan, namely, Tabucan, Tiring, Talanghauan, Ga-ub, and Duyan-duyan.

Upon completion, the new road network will help reduce traffic at the main access road during peak hours, and will likewise save at least 15 minutes travel time or kilometers for airport passengers from the north. (PIA6) [top]

Iloilo City (20 March) -- The Department of Public Works and Highways in Western Visayas (WV) is efficiently exerting efforts to maintain the national roads leading to summer destinations in the region.

Director Rolando M. Asis said they anticipate increased daily traffic volume as several families are expected to travel to various destinations in the region like Boracay island.

Asis said that in the observance of the Holy Week in the second week of April, District Engineers were directed to activate a composite team and put up public assistance centers at strategic locations in their respective area of jurisdiction to assist motorists.

The DPWH Director said that they were instructed by Secretary Hermogenes Ebdane Jr., and Undersecretary Rafael Yabut, in-charge of the Visayas operations to enhance DPWH efforts to improve travel condition particularly on busy highways leading to summer destinations.

The DPWH6 is also fast-tracking effort the implementation of the 13.096-kilometer road widening project along the Iloilo City-Sta. Barbara Road, the main access leading to the new Iloilo International Airport located in the municipalities of Sta. Barbara and Cabatuan.

The project, which is among the SONA priority projects of President Gloria Macapagal Arroyo, has significantly reduced travel time to the new Iloilo airport from Iloilo City.

The DPWH press report disclosed that in Guimaras Province, the two (2) bailey bridges namely Bugnay Bridge in Jordan and Mantasic Bridge in San Lorenzo will be converted into reinforced concrete deck girder bridge within the year. President's Bridge Program-Project Management Office Director Emil K. Sadain said that the two bridges have a corresponding appropriation of P15 million and 25 milllion, respectively.

The bridge improvement will pave way in enhancing the mobility of motorists and passengers including their agricultural and fishery products and construction materials in nearby barangays and municipalities and even in mainland Iloilo and Negros Occidental. Local and foreign tourists will also enjoy their travel with well-improved bridges in going to various destinations in the province like the Mc Arthur's Wharf and 18th Century Guisi Lighthouse, the DPWH press report disclosed. Iloilo City (28 June) -- Incoming Iloilo Governor Arthur Defensor, Sr. said that upon assumption of office of office, he will immediately wage a determined campaign against graft and corruption.

This was emphasized by Governor-elect Defensor in a PIA interview at the Iloilo Airport while waiting for the arrival of President Gloria Macapagal-Arroyo who for her last visit to Iloilo has inaugurated the new Tigum Bridge in Cabatuan.

Defensor's political crusade during the last election centered on the crusade for change, reform, dignity and restoration of honor and people's trust to the provincial government of Iloilo.

With a fresh mandate as the new Iloilo governor, Defensor will ask for a financial audit, performance audit and will review the manpower and personnel component of the Iloilo Provincial Government.

Defensor, Sr. likewise expressed concern on the reported rampant use of dynamite fishing in the Fifth District of Iloilo.

"We see the urgency of this concern, and the magnitude of the consequences it will bring to the people and the marine resources, therefore we will immediately act on this concern," Defensor said.

Defensor served as governor of the Iloilo province for three terms from 1992 to 2001. Here he served as Chairman of the Regional Development Council from 1995-1998.

Defensor's political career started when he was first elected Municipal Mayor of Mina, Iloilo in 1970.

He represented the province and city of Iloilo as Assemblyman in the Batasan Pambansa in 1984-1986.

Defensor was the Commissioner of the Presidential Commission on Good Government during the administration of former President Corazon C. Aquino.

Iloilo City (27 February) -- The Department of Public Works and Highways in Western Visayas (DPWH 6) said that all SONA and other high impact infrastructure projects in support of tourism will be completed before the end of year 2009, or on the first quarter of 2010.

Director Rolando Asis of the DPWH 6 said during the PIA interview that the transport sector is an important component of the economy impacting on development and the welfare of populations.

He said that these high impact project declared by President Arroyo during her SONA are road widening project from Iloilo City to the new Iloilo Airport in Cabatuan-Sta.Barbara; Metro Iloilo Radial Road and the Pandan-Libertad Road ending up to the boundary of Antique and Aklan Province.

"These three road network projects would not only improve accessibility to major tourist areas in the region but will also improve the region's socio-economic condition, for it will open employment and investment opportunities," Director Asis said.

When asked of the specifics of the construction of the said projects, Director Asis explained that the road widening project from Iloilo City to the new Iloilo Airport involves widening of the existing two lane-road to four lanes; the construction of Metro Iloilo Radial road is on going, and about 12 kilometers from Barangay Lanit, Zarraga, passing thru the Iloilo Flood Control project to Sta. Barbara. About 27 kilometers of roads will be concreted from Pandan to Libertad ending up to the boundary of Antique and Aklan province is also on-going.

Better Oton-San Miguel road boon to travelers, farmers

Iloilo City (28 July) -- Farmers from food-producing barangays of Oton and San Miguel would now find it easier to bring their products to the markets with the concreting of the road running through the two adjacent municipalities of Iloilo.

This, according to Oton mayor Vincent Flores, is one of the numerous benefits that would be endowed by the road concreting of the road, which was chiefly intended to serve as a major access road to the new Iloilo airport of international standards between Cabatuan and Sta. Barbara towns.

Flores said this is the first time that the road has been upgraded with concrete pavement since it was constructed decades ago.

President Gloria Macapagal Arroyo inspected the ongoing project on Tuesday, July 28, a day after delivering her ninth State of the Nation Address (SONA) before a joint session of Congress.

The road has a total length of 8 kilometers but the scope of the project inspected by President Arroyo runs for 3.5 kms. from Barangay Mambog, Oton to Brgy. San Jose, San Miguel with a contract cost of P57.8 million out of a funding earmarked for the project amounting to P60 million.

As of July 24 this year, Department of Public Works and Highways (DPWH) Regional Director Rolando Asis said work on the project was already 97.09 percent complete, or 15.49 percent ahead of its scheduled completion in September this year.

In her SONA this year, President Arroyo cited as among her accomplishments the establishment of farm-to-market roads alongside roads and bridges that DPWH has implemented as part of the President's overall SONA targets since 2001.

Mambog Punong Barangay Christopher John Azucena pointed out that with the concreting of the road, residents of barangays along the road will now find it more convenient and faster to travel, minus the dust.

President Arroyo was only originally set to drive through the project from the Iloilo airport. However, the Chief Executive took time from her itinerary, that also took her to Guimbal and Cabatuan towns and Iloilo City, to be apprised about the status of the project at Brgy. Tagbac Sur, which lies at the Oton end of the entire 8-km road, by DPWH Undersecretary Rafael Yabut.

Afterwards, she addressed an audience composed of town officials and employees, barangay officials, health workers and residents, farmers, teachers, students, barangay tanods, and transport sector representatives to explain how the project would benefit them.

There are also P18 million worth of works being undertaken to enhance the road system, with P30 million more to be released by the national government for additional works to fully complete the project, according to Yabut.

The road would also make access to the airport easier, faster and more convenient for people from Oton and other southern Iloilo towns. Another access road to the airport from this part of Iloilo province is the Tigbauan-Leon road, which also passes through San Miguel town.

The President was accompanied during the project inspection by Presidential Assistant for Western Visayas Raul Banias, Iloilo Gov. Niel Tupas, First District Congresswoman Janette L. Garin, and Third District Congressman Arthur Defensor, among other officials.

In Guimbal, the President led the groundbreaking of the P60-million Camangahan Bridge along the road linking Guimbal and Tubungan towns. Before returning to Metro Manila, she also inspected the ongoing rehabilitation works on Amira Bridge that was damaged by typhoon "Frank" last year. (PIA 6)
