Dulay reminds militant groups: No permit no rally

WESTERN Visayas Police Director Wilfredo Dulay Sr., cautioned the activists Tuesday to secure a permit before conducting a rally in Wednesday’s inauguration of the new Iloilo Airport.
Dulay said he would not allow the groups to conduct rally and assembly during the arrival of President Gloria Macapagal-Arroyo, if it has no permit from the police.
