Western Visayas' police-media crisis protocol to be replicated in Region IV-A

Iloilo City (3 December) -- The PNP-Media Protocol on Crisis/Hostage Situation of Western Visayas will be replicated in Region IV-A.

And the person who is initiating the move is no less than the officer who headed the Philippine National Police (PNP) Regional Office No. 6 here until October of this year ? Police Chief Superintendent Samuel Pagdilao Jr. He now heads the Police Regional Office of the Southern Tagalog Region.

It will be recalled that it was during Pagdilao's term as PRO 6 chief that the local media group initiated the formulation of the police-media protocol in the wake of the tragic hostage-taking incident in Manila. Picking up from the initiative, the local media and PRO6 worked together to come up with the protocol or operations manual.

In an interview over a national radio station December 3, Pagdilao commended Western Visayas for its initiative in coming up with the said operations manual, becoming the first region in the country to do so.

It will also be recalled that PNP Chief Director General Raul M. Bacalzo himself has said that they would make the regional protocol as a template for the national manual.

When Bacalzo was here last October to grace the meeting of the Western Visayas Regional Peace and Order Council (RPOC), the PNP Chief expressed surprised at the fact that the region was able to come up with the manual when the national government has yet to have one at that time.

During the said meeting, the Council chaired by Iloilo Governor Arthur Defensor Sr. presented a copy of the manual to Bacalzo along with the Interim Rules on Regional Crisis Management Committee Powers, Functions and Limitations and PRO6 Commanders Handbook in Dealing With Crisis/Hostage Situation that were also formulated by PNP PRO6 together with concerned sectors of the community during the term of Pagdilao in Region 6.
