PARCCOM to select private sector reps

Iloilo (6 December) -- Private sector representatives will now have seats in the Provincial Agrarian Reform Committee as DAR-Iloilo will hold a PARCCOM election on December 9, at Punta Villa, Iloilo City.

A DAR-Iloilo press release said private sector representatives to the PARCCOM will come from Farmers Organization, Agricultural Cooperatives, Non-Government Organizations, Landowners for Primary Crop-Rice, Landowners for Other Crops, Farmer/Farm worker beneficiaries for Primary Crop-rice, Farmer/Farm worker Beneficiaries for other crops and Cultural Community.

The general criteria that guide the selection include a) the nominee must be able to express himself well either in English or Filipino; b) of good moral character; c) an active member of the organization he/she is representing; d) must express high level of social awareness on agrarian reform program and related issues; e) must exhibit high social responsibility and concern to the group he/she will represent; and, f) must exhibit leadership quality.

DAR-Iloilo province Information Officer Yvonne Senobin said, peasant sector representatives must exhibit active involvement in government programs; be a farmer leader who has demonstrated cooperation and receptiveness to the CARP, or must be any of the following ? tenants, agricultural lessees, regular/seasonal farm workers, actual tillers of abandoned lands, landless agricultural farm workers and actual landless tillers/occupants of public lands.

On the other hand, Senobin said landowner-representatives must possess landholdings covered by any agrarian reform programs of the government and which have considerable number of share ? tenants, lessees or hired regular/seasonal laborers and must indicate cooperation and receptiveness to CARP.

Further, nominees are required to bring biodata, nomination by the secretary or equivalent official of their organizations, list of officers and members for the current year, term of office as certified by the secretary and certified true copy of accreditation.

The PARCCOM is CARP's field level multi-sectoral, collegial, deliberative and coordinative body, which complements the PARC and the grassroots level body of the Barangay Agrarian Reform Committee. (PIA6/ESS)
